EAST STROUDSBURG, Pa. — A man is under arrest, charge with homicide n the Poconos.
State police believe Harold Heffer, 51, from East Stroudsburg killed Howard Dowell, 57, sometime on Sunday at a home along Lock Lane in Smithfield Township.
Troopers say Dowell had wounds to his head. Investigators have not said what led to the death.
Heffer is charged with homicide and is being held in Monroe County Jail without bail.
