SCRANTON — A second man is facing charges in a murder for hire plot.
Investigators said Gary Williams, 44, of Scranton conspired with Edward McLaughlin of Florida to kill McLaughlin’s ex-wife.
According to authorities, Mclaughlin shipped a rifle to Williams to use to commit the murder.
