WILLIAMSPORT, Pa. — When snow blankets the area, and the cold temperatures don't lift, some start to dream of spring. Mike Stevens was thinking of warmer weather in January of 1994 when he met with a group in Lycoming County preparing for fly fishing season during this trip Back Down The Pennsylvania Road.
