SCRANTON, Pa. — Henry Scheitrumpf is accused of torching a dumpster and garbage can outside Melba Bar and Rooming House on Capouse Avenue in Scranton on Wednesday.
Twenty-one people were sleeping inside the building.
Investigators say the 68-year-old was caught on surveillance video.
He's locked up in Lackawanna County on arson charges.
