One side stood on the steps of the Pike County library in Milford, bearing signs of green and pleading for a 'Yes' vote in support of the county's library system.
"The future for any vibrant community must include a modern, vibrant public library system," said Maleyne Syracuse, president of the library board.
Those who run the library said their space is old and cramped. They propose a new library in Milford and branches in other parts of the county.
If the vote is yes, they said the average family will pay $35 a year to make the plans possible.
"The library is the center for life-long learning in the county and it can do so much more. This is just something that will benefit everybody," added Syracuse.
Down the street, those bearing red signs said not so fast. They are demanding voters say 'No' to the referendum creating the library tax.
""It's completely unnecessary. It does not serve all of Pike County. Putting a tax on people like this is just wrong in an economic time like this," said Gordon Olsommer of Greene Township.
The 'No' side said a 'Yes' vote benefits only the Milford area.
"We hope that they will sunset their ideas for this lavish, extravagant albatross that they intend to build and do something more sensible for the community and the county itself," added Olsommer.
"It is true that right now, Pike County public library does not have facilities in all parts of the county, but if we don't get more funding, we can't put facilities in those other parts of the county. We don't have the money to run what we have now," said Syracuse.
