In Luzerne County this election day is a big one. Voters must decide who will take two open judicial seats in the wake of a major corruption scandal but early turnout numbers were very low and many blame the corruption for that.

"They feel like they can't trust their elected officials Whoever they vote in always seems to disappoint them," said Betsy Summers, an elections jugde in Wilkes-Barre.

Of the 18 people charged with corruption in Luzerne County this year, most are elected officials, including former Luzerne County Judges Michael Conahan and Mark Ciavarella.

"I think people are just dismayed by everything that's happened you know and there's nobody looking after anybody," said Diane Jasonis of Wilkes-Barre.

Voters who did cast their ballots said people who choose to stay home are making the wrong decision.

"That's the privilege of having the right kind of candidate for mayor or city council, see, that way we can throw them out. Like Ciavarella, see? We can throw them out," said Edward Bartz of Wilkes-Barre.

"They get disgusted with things like the corruption and then they say well, I'm not going to vote," said Edward Jasonis of Wilkes-Barre.
