An Avoca borough councilman faces charges of driving under the influence in Luzerne County.
Police say that Thomas Goul was drunk on the night of August 25 when he hit a traffic sign along Main Street in Avoca. An officer followed Goul to his home, and the councilman later agreed to take a blood test. According to police, the results showed that Goul's blood-alcohol content was 0.244, more than three times the legal limit.
