Police said the 19-year-old man drugged the girl so he could sexually assault her.
Police said Robert Pugh of East Stroudsburg drugged the teen girl and then raped her on three separate occasions since last November.
"In this case, the facts, allegations contained in the affidavit are very disturbing," said Assistant District Attorney Michael Rakatzewski.
In the affidavit police said a 13-year-old girl believed she was drugged and raped by Pugh.
When Pugh was interviewed, he told police he drugged the teen five times from November, 2009 until last month.
He said he would crush a pill, called Seroquel, an anti-depression medication. One of the side affects is drowsiness.
Pugh said he would mix the pill into the teen's drink and wait until she would pass out.
Three times he raped her. Two other times he just fondled her, according to the court papers.
As Robert Pugh walked out of court, he fought back some emotion as he talked about his family.
"I miss them, my family," Pugh said.
His attorney said he will be looking at whether or not the statements made by his client to police were made voluntarily.
"I'm not saying anything at this point. I couldn't get into it at the hearing. That will be subject of further inquiry by my office and analysis so we've got some work to do," said defense attorney Wieslaw Niemoczynski.
Pugh is in the Monroe County jail. He is charged with 30 counts of sex-related crimes.
If Pugh is convicted, he could face up to 60 years behind bars.
