MARSHALLS CREEK, Pa. — State police have charged a woman with homicide by vehicle while DUI in Monroe County.
Troopers say Lisa Schumann, 62, of Stroudsburg, hit a man who was out walking his dog Tuesday night along Coolbaugh Road in Middle Smithfield Township, near Marshalls Creek.
Investigators found Schuman sitting inside her heavily damaged vehicle not far from the crash.
